Born and raised in Nagasaki, Japan. After graduating high school, Sekine moved to Michigan U.S. and spent almost 10 years. On return to Nagasaki, Sekine worked as a local magazine editor for a few years, then changed carrier to regional film commissioner. Sekine spent almost 5 years in Nagasaki as the Prefectural Film Commissioner until relocating to Tokyo in 2008 to establish Japan Film Commission.
